What do you do if the traffic lights are out?

Do you know what to do if you approach a stop light that is non-operational?

If the light is completely dark – EVERYONE STOPS! Treat the intersection like a four way stop.

If the light is flashing yellow, proceed with caution.

If the light is flashing red. Stop and yield.
